The top universities in Indonesia are all over Jakarta. They are not just within the capital but also scattered around other cities, including Yogyakarta. The education system has many levels, but it is divided into two types of schools - state schools and private schools. State school students come from low-income families who cannot afford to send their children to private schools, while private school students usually come from high income families who want their children's education based on Western educational concept that meets the level of the country's elite universities which are mainly located in Jakarta or Yogyakarta. As of 2006, there are approximately 3 million students in state schools. The state school system in Indonesia has thirty-five years history, with the main concept of equal access for all children to quality education for free. State schools in Indonesia are mainly divided into three types: government-run, government-funded and non-government. The grade levels of Indonesia are based on Western countries' standard. The government has implemented a program called "Sejarah Bersejarah" ("History of History"), in which classes are taught based on the Indonesian history timeline, from prehistoric times to modern history, including both Indonesian and world history. However, the learning system is still dominated by the national curriculum set by each province. State school students wear uniforms with different colors depending on their city. In Jakarta city, students wear white blouses and dark blue skirts or pants; female students also wear red neck ties with their white blouses and dark blue skirts. Students in Surabaya wear red blouses and blue skirts. Students in Yogyakarta wear white shirts and dark green sarongs, while students in Bandung wear white shirts with red ties. University education is highly demanded because of the high employment rate for university graduates. Therefore, the government has set its strategic objective of higher educational attainment through improvement of the quality of university education through reforming the higher education system.
